We discussed the failure to establish a mutually acceptable post-Cold War settlement in Europe after the Cold War and the subsequent crises. NATO expansion predictably provoked a war in Ukraine, and a peaceful settlement must restore Ukraine’s neutrality. Otherwise, Ukraine will remain an “open wound” in Europe for years to come.
